The mincing machine pictured, reminds me of using playdough and pushing it through the little holes to make 'playdough hair' for little playdough people! There I am rolling a ball for the head, Shiho (just visible on the left) is making the body!

Am I mistaken? I am under the impression that the Japanese display the doll set of the royal family during the month of March--possibly because of a royal anniversary?? When I have visited during March, many businesses displayed dolls like your photo.

The origin comes from the belief that you could trap evil spirits in the dolls and protect the owners from malevolent intent. Originally dolls were put in rivers or streams at the end of the festival but I guess the expense of the detailed dolls sets has overcome that part of the tradition. The dolls do represent the royal family with various servants and courtiers underneath but I don't know of any link with an anniversary.
